Interpret EU 2025/20 Requirements: Explain what the regulation expects from
ground handling organisations and how it affects governance and day-to-day ground operations
Determine Applicability & Scope: Identify which ground handling functions and
interfaces fall within scope and clarify responsibilities across aerodrome, operator, handler,
and subcontractors
Establish Proportionate SMS: Describe and structure core SMS elements
appropriate to organisational size and complexity (policy, accountabilities, risk controls,
assurance)
Apply Risk Management: Conduct practical risk assessments for ramp/turnaround
activities and define mitigations, monitoring methods, and escalation paths
Design Training & Competence Governance: Define competence standards, initial
and recurrent training logic, assessment expectations, and recordkeeping to support safe
performance
Implement Reporting Culture: Establish reporting flows, feedback routines, and
safety communication practices that enable learning and continuous improvement
Define GSE Oversight Controls: Outline maintenance programme expectations and
operational controls (inspection, defect reporting, release, and monitoring) to ensure equipment
remains safe and fit for purpose
Create Robust Documentation: Apply document control principles (SOP hierarchy,
version control, retention, and briefings) to support consistent execution
Manage Interfaces & Subcontracted Activities: Control outsourced/subcontracted
activities through defined responsibilities, oversight arrangements, performance monitoring, and
corrective actions
Prepare for Authority Oversight: Organise evidence and readiness actions to
demonstrate compliance and support oversight engagement
Build Implementation Roadmap: Create a staged implementation plan covering
people, procedures, equipment controls, reporting, and assurance to support an orderly
transition
Run Internal Assurance Cycles: Set KPIs, internal audit routines, corrective
action processes, and management reviews to maintain compliance and improve safety performance
